Four measures, including one to establish a tribal university, were passed by the Jharkhand Assembly on Wednesday despite a walkout by BJP lawmakers who were protesting the suspension of four party MLAs. After being introduced in the House by Higher and Technical Education Minister-in-Charge Mithlesh Thakur, the Pandit Raghunath Murmu Tribal University Bill 2022 was approved. The governor of Jharkhand, Ramesh Bais, has already sent back the law for correction due to inconsistencies and discrepancies between the Hindi and English versions. Lambodar Mahto, a lawmaker from the AJSU Party, had already urged that the bill be referred to a select committee. However, according to Thakur, the bill was carefully considered before being tabled and was written with the state’s impoverished and tribal citizens in mind.

The Jharkhand State Universities (Amendment) Bill 2022 was also approved by the House. According to Thakur, the legislation will make it possible for the state to appoint 3,064 professors and lecturers. The House also approved the Jharkhand Goods and Services Tax (Amendment) Bill 2022 and the Resolution of Arrears of Jharkhand Taxation Acts Bill 2022. Rameshwar Oraon, the finance minister, introduced the measures. The state government will receive Rs 500 crore in revenue with the adoption of this bill, the finance minister said in response to MPs’ suggestions that the Jharkhand Taxation Acts Bill 2022 be submitted to a select committee for review.

“At the moment, the state owes debts totalling Rs. 3,690 crores. The department gave the one-time settlement some thought, and this measure has been submitted with that intent. The state government will greatly profit from this settlement to cover costs associated with infrastructure construction thanks to the GST compensation provided by the federal government, according to Oraon.

In response to questions on the sudden increase in holding tax, the minister-in-charge Satyanand Bhotka stated that the government would clarify its position after speaking with chief minister Hemant Soren. In a related incident, state rural development minister Alamgir Alam stated in response to a question posed by Congress MLA Dipika Pandey Singh that the Pradhan Mantri Awas Yojana will be made available to landless beneficiaries who have lived on public property since 1985. Prior to the suspension of four of the party’s MLAs, BJP members wearing saffron clothing marched into the well as soon as the House convened at 11 am. BJP MLA Biranchi Narayan pleaded with Speaker Rabindra Nath Mahato to lift the suspension of the four MLAs prior to their walkout.

Earlier, some BJP lawmakers in saffron garb were seen holding protests outside the House before the House’s 11 am start time over the movement of holidays from Sunday to Friday in some schools in Jharkhand and the emphasis on Urdu. Members brought up issues during the question and answer period, including the drought, diminishing ground water levels, and the lack of HSRP licence plates for older automobiles.
