In 2021, 91 individuals who had passed the civil services examination were not able to receive any form of governmental employment, the Lok Sabha was informed.

The Union Public Service Commission (UPSC) administrates the civil services examination each year in order to pick officers for the Indian Administrative Service (IAS), Indian Foreign Service (IFS) and Indian Police Service (IPS) and other positions. Out of the 748 people who passed the CSE-2021, 91 were not appointed to any service by December 7, 2022.

Jitendra Singh, the Minister of State for Personnel, revealed in a written response that these issues were because of limited preference, medical examination results, declines in claims of the reserved section, and withdrawal of candidacy based on the CSE Rules-2021.

The Minister replied to a query on “whether certain OBC applicants have not been assigned a role due to the lack of equivalence between the positions of their parents in state-owned public sector undertakings and their non-creamy layer status”, saying that six recommended candidates of CSE-2021, whose parents were employed in state public sector undertakings, have been regarded as belonging to the Other Backward Classes (OBCs) (creamy-layer).

The Minister stated that the Ministry of Social Justice and Empowerment is currently looking over the findings of the expert group that was appointed to evaluate the matters connected to the creamy layer equivalence amongst the SEBCs.
