Officials have reported that the CBI has begun to look into 14 state medical councils and 73 foreign medical graduates granted permission to practice medicine in India without passing the required Foreign Medical Graduate Examination (FMGE). In order to be provisionally or permanently registered with the National Medical Commission or a state medical council to practice medicine in India, it is necessary to pass the FMGE and screening test given by the National Board of Examination (NBE).

The Central Bureau of Investigation has begun an investigation for alleged misconduct, collusion, counterfeiting, and deceit perpetrated by unidentified personnel of former Medical Council of India and 73 foreign medical graduates, according to the authorities.

The National Board of Examinations informed the Ministry of Health that 73 medical graduates from countries such as Russia, Ukraine, China, and Nigeria who studied MBBS between 2011-22 had not passed their examinations, but were still granted registration from various state medical councils. The Health Ministry expressed their concern to the CBI that these fraudulent and fake registrations by unqualified individuals could be detrimental to the health and safety of citizens, and have implications beyond state borders.
